Instructions
- In a bowl, mix flour, sugar, cocoa powder, baking powder, and salt.
- Add warm water and vegetable oil. Knead until smooth.
- Let the dough rise for 1 hour in a warm place.
- Divide the dough into small pieces.
- Place chocolate chips in the center of each piece and shape into buns.
- Let the buns rise for another 30 minutes.
- Steam the buns for 15 minutes.
- Serve warm and enjoy.

- Ensure the water is warm, not hot, to activate the yeast.
