Instructions

  1. Preheat the oven to 350°F (175°C).
  2. In a bowl, mix oats, flour, brown sugar, and salt.

  4. Press half of the mixture into a greased baking dish.
  5. Melt chocolate chips with sweetened condensed milk and vanilla extract.
  6. Pour chocolate mixture over the pressed oat layer.

  8. Bake for 25-30 minutes or until golden brown.
  9. Let cool before cutting into bars.
