Instructions
- Cook elbow macaroni according to package instructions. Drain and rinse with cold water.

- In a separate bowl, mix mayonnaise, apple cider vinegar, garlic powder, salt, and pepper.
- Pour the dressing over the pasta mixture and toss to combine.
- Chill in the refrigerator for at least 30 minutes before serving.
