Instructions

  1. Preheat your oven to 350°F (175°C).
  2. In a large bowl, mix flour, granulated sugar, cocoa powder, baking powder, and salt.
  3. Add milk, melted butter, and vanilla extract. Stir until smooth.
  4. Pour the batter into a greased baking dish.
  5. In another bowl, mix brown sugar and cocoa powder. Sprinkle this mixture over the batter.
  6. Pour hot water over the entire dish without stirring.
  7. Bake for 30-35 minutes until the top is set and a toothpick comes out clean.
  8. Let it cool slightly before serving.
