  3. Cook ground beef with ginger and garlic in a skillet.
  4. Add soy sauce, oyster sauce, and green onions. Mix well.
  5. Divide dough into small balls. Flatten each ball and fill with beef mixture.
  6. Seal the buns and place them in a steamer.
  7. Steam for 15 minutes until fluffy.
