Instructions
- In a bowl, mix cream cheese and sour cream until smooth.
- Add cheddar cheese, green onions, bell pepper, garlic powder, and parsley. Stir well.
- Spread the mixture on a tortilla wrap.
- Roll the tortilla tightly and slice into bite-sized pieces.
- Arrange on a platter and serve.
